Sounds like a real mess..
I think one of the callers (JK) had a good point too. It seems many local politicians over there no longer care about scientific evidence, or even plain common sense when deciding whether to enact indoor vaping bans. It looks a bit like smoking, and so it should be banned so people won't get confused, seems to be the argument increasingly used.
